Streaming looks horrible.

Originally, I thought bitrate was the issue. So I bumped it up to 6000 then 8000, and it barely improved the quality.
Then I changed the Downscale Filter from Bibubic to Lanczoz, and yet again, it barely imrpoved the quality.
I don't really know what to do, so I came here for help. Lemme know if you have any info.

Your log doesn't show any attempt to stream, make sure you uploaded the correct one.

If you have problems or need help with Streamlabs
I'd ask you to use their support.

You are using a 16:10 resolution as the base canvas. And then are using a 16:10 resolution to deliver to YouTube/Twitch/Mixer.
Your 16:10 output then gets downscaled into 16:9 and probably is the reason why it looks really bad.
