Question / Help Streaming LoL on laptop

Hi guys!
I want to stream League of Legends on Twitch or Cybergame, but when i try it looks not so good like i want.

Can i stream my game when i have laptop with settings like this ? http://puu.sh/6jtJv/5480f0556c.png

My laptop:
intel i5-3317u 1.7ghz
4gb ram
intel graphics 4000
win8x64

After lags on broadcast, low fps, etc i left in past my attempts. I ask some help now.
What settings to obs is good for non-best-quality stream and playable state?
 
Your bitrate is too low for that resolution. Either increase bitrate (if you can handle it) or lower resolution.
