Question / Help Streaming League of Legends causes RANDOM drops from 60 to 30 FPS

Hello OBS community. I've been streaming for a while now and using OBS has been a great experience.

For Christmas, I got myself a neat new PC which makes my streaming even better. Now I got this one little problem.
I am trying to stream at a high quality with 60 FPS.
Now the thing is, while streaming League of Legends, sometimes my frames just randomly go down to 30 from 60. The thing is, my computer is by far not running at its highest level.
I have an i7-4470k, 16 Ram and a R9 290 graphics. While playing DayZ for example, my PC Heat goes up to above 70, and I can even stream DayZ without trouble. But while streaming League, it seems like my PC does not use all of it's ressources and drops me to 30 FPS. For someone who's used to be sitting at 60 it's a really "laggy" experience.

When I turn down the OBS settings to 30 frames, I have no ingame FPS crashes. I don't really know what causes the problem. What I also noticed is that when running league in "game capture" the frame drop happens way more often then when using "screen capture".
I've attached a recent log file from one of my streams!

Log Analyser came up with this issue:

"The server you are streaming to (rtmp://live-cdg.twitch.tv/app) took 920 ms to connect. This may mean your connection or the server is slow, or the server is far away from you. If you are using twitch.tv, you may want to try using JTVPing to find an optimal server."

Also, I noticed this in the log:

Thanks Pazia for taking a look.
I'm sorry, I'm not really good at analyzing that stuff.
My Internet Connection is actually pretty decent.
I used JTVPing to change my server, thanks for the information.

What does the rest of the Log mean? And is it any relevant for my FPS drops? Since this seems to be more of an Internet Issue than a performance one?

Yeah, it seems more to be ISP based issue then performance issue.

Try out some different settings on the bitrate part.
Otherwise I'd recommend www.testmy.net to "control" how much upload speed, you have.
