Ok so. I finally seem to have it working.
After a very long process I got my ISP to admit they were Throttling my connection.
Even though we have a glassfiber connection they were throttling all 100mbit lines. They've temporarily upgraded our service to a 500mbit service:

Because of this they had to change our connection port to a 1Gbit one instead of the 100mbit we were on. With this new line there is no throttling and my issues seem to be gone.
I managed to convince them that it was throttling because I could stream with an active VPN just fine. If anyone ever runs into this issue... Good luck, you'll need it. Took me 1.5 years to get it fixed :D
