Tested with Nvidia Experience 720p 60fps 5Mbps, then I have no problem 500-600 fps. but get so very little settings so I would like to be able to stream with OBS

Tried with Vsync and max fps capped to 150. still my frames go from 20-150 like a roller coaster but if I capped it at 500 it goes from 200-500 fps, still screen tearing. tried to upped my Bitrrate to what I had in nvidia and it dident help.

you tried streaming 1080p60 in this log and 1080p30.

but even then 1080p60 with veryfast preset + csgo should be doable with stable 200fps on this cpu.

make sure you have all overlay applications disabled e.g. teamspeak/overwolf razer synapse etc.
