Question / Help Streaming FPS Issues

When I try to stream in OBS my FPS drops down to a ridiculously low level, especially for the setup I'm using. I have a GTX 980, with an AMD FX-8350, with 24gbs of RAM. When I'm not streaming, GTA V can reach 60 frames reliably, but when I start streaming it drops down to about 15-19, sometimes less, making it unplayable and unwatchable. I'm streaming at 720p@60fps and OBS log is reporting no errors. Can anyone help me out on this one?

gta is a massive fps hog from cpu side
so drop all specs you can do usually if you want to stream
720 fps vs 60 or 30 on viwer side doesnt change
drop to 30 or 35 fps
id check temps tho cause bottle neckiing on the 8350 is a nightmare been there done it ansd still do it atm
