First of all thanks for looking into this problem!
THE PROBLEM:
I usually get about 200-225 FPS when not streaming Counter-Strike Global Offensive
When I start streaming, my FPS ranges from 75-150, which is a dramatic and notable difference.
That affects my game play, which isn't good for the stream :D

150MB/s download
23 MB/s upload
OBS settings:
Broadcast settings:
Video:
Advanced
What I've done and experimented with so far:
1. Use the OBS estimator tool.
2. Tried using NVEC instead of x264
3. Used superfast, ultra fast, and faster
Anybody who can help, I can send a couple nice CS:GO skins to.
If not, a donation is also possible.
