Question / Help Streaming CS:GO low fps and black borders

Hello dear community, I seriously need help to set up my OBS. This is my PC BUILD Motherboard: Gigabyte Z97X-Gaming3 CPU: Intel Core i5-4690K 3.5 overclocked to 4 GHz GPU:Gigabyte GeForce GTX 960 RAM: DDR3 Corsair Vengeance Black 8 GB (2x4GB) SSD:SSD Kingston HyperX Fury 2.5'' 240GB HDD:WD Purple WD10PURX 3.5'' 1TB My internet speed: http://www.speedtest.net/my-result/4619402040. When I'm off stream my fps goes to 400 but on stream it goes down 200 or under. When other viewers watching my stream there's black borders. https://gyazo.com/2e9641455c7e5e7a086379dcc484e5bc. I think the problem because of my monitor (HP L1706 75 Hz) very old. Now what's the best settings it would be on OBS. Please I'm green on OBS I need a help guys. Ty for every answers
 
Twitch's player is optimized for 16:9 resolutions. You're playing a 4:3 game.

FPS drops like that are normal for csgo because of how it's coded. If you don't cap your framerate, it tries to use as much cpu time as possible to render as many frames as possible, which is a waste beyond the refresh rate of your display.
