Question / Help Streaming CS:GO in my country

Hello, i would like to get some help on this, im trying to make streaming but i get too laggy on CSGO. My connection is one of the best of my country, but seems very poor next to the worlds net speed, eventhough, here it's mine:

Im running this on a ATI RADEON 5870 1GB VC, Intel 2600K OC 4.8GHz, 8 GB RAM. Could i get some help about my optimal settings to play smooth while streaming?

0.80 upload you cant stream csgo with that sorry.

E: you need atleast 2mb upload i think ( near good quality )
