Question / Help Stream viewers complain of lag

I have been streaming for a decent period of time and almost daily I have at least one or two viewers complain that the stream is buffering for them. I run the stream settings much lower than my PC can run it specifically to try and reduce lag for viewers, however, the complaints still seem to come in about the buffering.

These are my current OBS settings:

14:42:00: fps: 30
14:42:00: width: 1280, height: 720
14:42:00: preset: fast
14:42:00: profile: main
14:42:00: keyint: 60
14:42:00: CBR: yes
14:42:00: CFR: yes
14:42:00: max bitrate: 1700
14:42:00: buffer size: 1700

also quality balance is set to 7 but I think with CBR enabled it doesn't matter.

The server I connect to twitch through is the Los Angeles, CA server.

I have an I7 4770K processor and an NVIDIA GTX 970 graphics card


I am wondering what settings I can stream at to ensure maximum quality while not being laggy for those who view my channel.

I would ideally love to stream at 3k bitrate with 60 FPS, but I am unsure if this is possible while maintaining a viewer friendly stream.
