Well, most standard speed testing sites have a very quick testing method that:

• Usually paints a very pretty picture.
• Does not really strain the connection all that much.

Hmm... Traceroutes seem fine and like I said, I changed the router already.... Got any more ideas?

Yes, calling your ISP to see whether they've been performing maintenance in your local area or whether problems have been reported there.
