Question / Help Stream stutters.

Hey everyone!
I have been trying to stream a game called Ark : Survival Evolved. Whenever I do stream the game , game is fine and everything is fine but the stream is stuttering for viewers. My friends suggested few things like changing servers , scaling output so on.. I tried almost all the settings so far and I am confused what exactly is problem.
My PC Specs are as follows :

Processor: i5 - 4690 @ 3.50 GHz
Ram : 16 GB
Graphic : GTX 960 ( 2GB )

I have saved some money to upgrade my PC. If I need to upgrade my PC for better results , can you guys suggest what would be a good option for streaming. Thank you in advance.

First of all, there's no info saying Game Mode is enabled or not. Best to turn it off in the Windows settings if you haven't done so.

Second, ARK is an incredibly GPU demanding game that leaves no room for OBS Studio to render frames, hence you got a nasty amount of rendering lags in the log (83% were missed frames). Your only option is to drop the settings as low as you can go on the game, and drop the FPS on OBS to 30 instead of 60.
