Question / Help Stream stuttering and appearing to drop frames without frame drops being recorded in OBS

I've just gotten back into streaming, and yesterday while watching my rebroadcast, despite not seeing any frame drops in OBS throughout the stream, I noticed the stream was appearing to stutter a lot. I don't have any sort of explanation for it. I'm streaming in 30 FPS (capturing a console game @ 60 FPS) and it seemed like I was dropping or skipping frames for some odd reason every other few seconds. I'm using an Elgato Game Capture HD (30 FPS variant) and the software is updated.

I'd appreciate if someone could enlighten me and help me correct it.

Does your computer have an actual graphics card in it? Because from your log, it is just using the integrated graphics chip on the motherboard, which might be why it is stuttering, if the graphics card can't keep up.
