Question / Help Stream Stutter But Quality Computer and Network.

My Specs are as followes: Intel Core i5 4690k
8GB RAM
Nvidea GTX 970
I don't really think you need much more. My stream is twitch.tv/lachestyrue and you can view really any video there for an example of what I mean. I've tried lowering and raising bit rate, changing servers decreases quality to 720p and fps to 30 and i still get this awkward stutter when streaming. In game and preview is fine but only when streaming do I see lag in the video. Please help a newbie out!

How do I post my log? Sorry I'm still super new to this. Also I'm kind of off to bed since it's super late but I'll reply to this as soon as I wake up. And it's for both me and the viewers. The lag on twitch that is. My stream on OBS looks fine.

You definitely want to turn your webcam resolution down.
Also the above link about buffering is relevant.

Yeah I recently turned it down to 480p and I took a look and only run a stream at 720p 30fps and a bitrate of 2000-2500~ I've tried 3500 because my internet can support it but it does't improve or worsen.
