What about adblockers?
Can they interfere with stream/twitch ?

I just disabled the "Use custom buffer"
Stayed only with the "Max Bitrate" at 2000.
x264 preset on "fast".
fps at 60.

It gets a bit blocky, but that's because you're running at 2000. I'd suggest turning down your fps to 30, which should help with it.
