Question / Help Stream Sound Issues

I'm having an issue with OBS in conjunction with VAC.

I've set my system default to Line 1.
I have VAC open transferring Line 1 to my headphones.
I set programs I do not want on stream to my headphones directly.
I set the stream audio to line 1.

Skype is still heard on stream, while Windows Media Player is not.
Skype is listed under my headphone audio mixer along with WMP.

My Stream echos for some reason, when I am watching it on a different computer.

But not when my headset is muted.

I must be dumb ; ; I have no idea what to do.
