Question / Help Stream setup + FPS

Hello

I've recently started streaming and noticing some big fps drops that makes me lag horribly, Normally when i play World of tanks im sitting at around 100 fps average, and i've heard streaming only drops your fps slightly but it's going down to around 20 to 28 for me.
What I have running is :
The game : World of tanks
OBS (Ofcourse)
Steam
Google Chrome with aroudn 5 tabs.

now my question is is this my PC or Internet Connection? And what can I do to fix this.

My PC Specs :
Intel Core i5-2320 CPU @ 3.00GHz 3.50GHz
8GB RAM
NVIDIA GeForce GTX 760

Stream bitrate is on 3000.

If there is need for any more information for you to answer my question don't be afraid to ask! Because i'm not sure if i have given all the information needed either!

And yes i have read the sticky thread about this issue

would need a log.

but as a side note depending on your current settings (which we will see on the logs) your cpu is kinda weak but as mentioned we need a log to help you
