Question / Help Stream Settings?

I have an AMD FX-4130 Quad Core 3.8 Ghz and an Nvidia GT610 1 GB DDR3. My download speed is 16Mbps and Upload is 17.24Mbps. What settings should i use for best streaming quality and preformance? Thanks :)
