Question / Help Stream settings for my PC/net?

Hi guys,
I'm a bit confused what settings I should really use to stream using OBS.
My PC is not that great so I'd like to optimize the settings, because while I'm streaming, my fps go down from 200 to 100.

PC:
Intel Core i5 3570k
8GB ram hyper-x 1600mhz
GTX 550Ti

Net:

OBS settings:
CBR: Check
Padding CBR: Check
Max bitrate: 1500kb/s
Buffor size: 1500kbit

Use multithread optimization: Check
Process priority: high

Preset x264: veryfast
Encoder preset: main


Should I change something? The quality of stream is very low and I'd like to make it better.
I only hope that fps won't change that much because it is uncomfortable to play in low fps.
So, is there any chance to help or should I just throw this PC out of the window?
 
Process priority change from "high", to "normal". Encoder preset as well you can change from "main" to "high". Watch your CPU usage if it below ~90% everything should be fine.


Recommended bitrate for 720p 30fps is about 2000 kbps.
