I am streaming to twitch and the recommended settings using OSB estimator doesn't help any.

I notice like a 20 second delay from my game to twitch. Use be like 3 second delay when I used Xsplit back last year, but right now since I got internet at my new house I'm just looking to stream decently where it's not blurry as crap. Want people at at least see what I'm doing.
 
Twitch recently changed their video delivery system and 20 seconds of delay is pretty normal these days. It has nothing to do with the program you're using to stream.

Your resolution is really really low. Set your base resolution to something higher and then downscale from there if you need to.
