Question / Help Stream only displays horizontal stripes of wallpaper colors. Help?

I've used OBS to stream drawing on Picarto.TV. I have my max bitrate set to 850kb/s with the x264 encoder and with no resolution downscale. I've tried many things to get if fixed but this has happened on and off. Has anyone else had this same problem and is there a solution?
