Question / Help Stream not working smoothly and high ping.

Hi, I've 3MB upload and a pretty good computer.
Intel Core i5-3470 CPU 3.20GHz, 3.60 Ghz.
8 GB
64bit
WIN 7
AMD Radeon 9280x toxic (not sure)

Problem is, when I put 2000kb to OBS, I lag like 100-120 ping in-game. why? I still have 1MB upload free..
When I put 1500kb I've like 80-90 ping in-game, but the stream doesn't look smooth. For example, if you try to take a picture in a camera, sometimes you need to wait a few sec so the camera will focus the target, or it will not look smoothly. This is what happens in my stream, it looks like it's trying to get focus none stop, but it's not focusing..

Go to Settings > Encoding and check the "Use CBR" box. If you still have ping issues, go to Settings > Broadcast Settings and check the "Minimize network impact" box. You should be able to stream at ~2000 Kbps and 1280x720 with decent quality, but raising the stream resolution to 1920x1080 or lowering the bitrate will negatively affect quality.

I've done exactly what you said that it works perfectly now, I've no lag what so ever, and the stream looks not bad (with music and mic).
