Question / Help Stream not smooth/stuttering with super high end PC

Hello everyone,

My streams are not smooth no matter what I tried, I've spent so much time trying different settings and I finally gave up and that's why I'm posting here, please help. :<

x264 9000 bitrate

Notice at 1:03 how smooth it is? that's when I minimized my game, and at 1:35 when I switched back to fullscreen. BIG Difference, just look at Genji (ninja dude) when he jumps around.
While I'm typing this I realized that at 1:03 fps dropped to background mode which is 60fps maybe that's why?

I set 10 cores to the game (Overwatch) and 13 cores to OBS, both don't reach 100%
So my CPU is not the issue at all.

more info about my setup:
OS: Windows 10 64bit
CPU: Intel i9-7920X OC'd to 4.4ghz on all cores (12/24 cores)
GPU: 980 Ti SLI (I doubt this is the issue but I'm upgrading to RTX 2080 Ti soon)
RAM: 64GB Corsair Dominator 3466
C drive: Intel Optane 900P 280GB (both obs and Overwatch installed on that)
Connection speed: 100/20 mbps

You only lagged 14 frames in 24 minutes of streaming. What makes you think it isn't smooth? Is this the log file from when it worked poorly or from when it worked well? We need to see the log from when it worked poorly.

check the attachment for task manager, nothing reaches 100%

I just turned off Shadowplay overlay too, same thing

Again, the stats look very good. What few problems you have are on the rendering side (GPU), not the CPU side. Try capping your framerate instead of letting it go however high.

Can't (won't) watch your YouTube video as I'm in the work office today.

I have 240hz monitor that's why, but i'll try capping it to 240

Not a GPU issue, they both hover around 40%, also just tried NVENC 10000 bitrate, stream looks much smoother
