Question / Help Stream Not loading and buffering for others

Custom Buffer Size : Default (Not used)

Base Resolution 1920x1080
Resolution Downscale : 1.75 (1096x616)
Filter : Bilinear
Fps : 60

Cpu : i5-4460
Gpu : AMD R9 280x
8 Gigs of RAM


If this isn't enough info please request for the certain setting

Yes i am streaming on twitch, just lowered to 2750, do you think thats low enough, I also forgot to mention my upload which is :
Lowest 7Mbps
Average 10Mbps
Highest 12Mbps

Then how come 2 of my friends non partnered can stream at 3000kbit?
Also suddenly i now have an issue with high encoding that i didnt have before

They still end up buffering on viewers with bad routes to the viewer servers, regardless of their connection.

High encoding is a CPU usage thing.

It doesn't make sense i had the same windows open, and same settings suddenly high encoding 90% of the time
