Question / Help stream loading

Hi, I have a problem when i try to stream :
first : my computer
i7 4790K
gtx 970
RAM 16Go

Then my connection :
download : 20 000 - 24 000 kbps
upload : 4 500 - 5 000 kbps

My settings
CBR enabled
Bitrate : 1700 (tried 1800,2000,3000,3500)
Buffer size : 1700 (tried auto, 1800,2000,3000,3500)
audio 44.1kHz AAC bitrate 128
server : Twitch Paris (tried Amsterdam), that's the nearest
video (native 1920x1080) : 1.75 1096x616 (tried 1.50 1280x720)
FPS : 60 (tried 30 and 45), I prefer 60 because 30 isn't enough for the games I am playing on
x264 preset : veryfast (tried faster, fast, mesdium, slow)

My problem : when I stream on twitch, viewers (and I) have loading time every 20-30 second when my bitrate is higher than 1700... My connection is sufficient to stream at 3500kbps (and my computer is strong enough to let me play and stream at 720p+), so why is there some loading time if I go higher than 1700bitrate ?
My second problem is that the 1700 bitrate is pixelated when moving, can I change this without increasing my bitrate ?

No frames dropped(0%), and the bitrate info is green (never been red)

thanks, already read this post, but was hopping it was something else, the worst part is that this loading times depend on country : french ppl have lag if I stream at 1700+ bitrate (event with 300m download speed), my GF in switzerland can see it without any problem with 3500 bitrate, some american people don't get any problem too.

Oh and JTVping give me 10ms ping to paris, but OBS say 720 ms

ping is different than RTT in a way, what the ms in OBS is connection time in ms.I think the default reference server for twitch is in sanfrancisco that means if you are at low viewers, then viewers will default there even if your ingest is different. this is why sometimes even watching your own stream can lag.
