Question / Help Stream Lags with webcam, fine without... Is my PC underpowered?

OK. So the title explains my problem/issue. When streaming without a webcam my stream is fine (stable FPS, 720p solid for what I expect). When I select my laptops webcam as a source the stream essentially craps out and becomes choppy. I am wondering if this is a simple limitation of my hardware or a issue regarding OBS settings. Here is the information you will need to comment on my issue:

CPU: Intel (R) Core i5-3317U CPU @ 1.70Ghz (Dell Inspiron 14z laptop (2012 model I believe)
Ram: 6 GB
64 Bit OS (Windows Home Premium)

Now I use a Elgato Game Capture HD (Older Version) to capture gameplay from Xbox 1/360 and PS4.

I am using OBS v0.651b (without update of streaming services)

Internet (wired): Download 40-60 Mbps depending on time of day.
Upload 10 Mbps

Tested Using SpeedofMe and Ookla

The webcam is integrated.

Any help would be appreciated. To me it looks like my laptop simply can't handle the extra load the webcam puts on my CPU, but would like some opinions on this.

A pretty common problem from what I've seen, I think you've got it figured out. Try setting your webcam to a smaller resolution and see if that helps. If its an integrated one, try borrowing someone's USB webcam and see if that works better (and if it does, you might buy one).

It might also be the Elgato using all of the USB bandwidth, so another USB device might not work out so well. Try using different USB ports in case there's multiple USB channels on your computer that might not be maxed out (this is really speculation on my part, but seems quick and easy to test).

Thanks for the info.... I'll give a external cam a try... I'm fearing the worst though (that my pc just doesn't have the pure muscle needed)
