Question / Help Stream lags @ 720p/60fps with good build.

PLAY GAMES IN FULLSCREEN MODE CAUSES THE LAG

I recently upgraded my computer drastically. I know that I can stream at 60fps, but after a a minute or more, it starts to lag and the frames are going up and down like a roller coaster. (I am streaming Counter-Strike: Global Offensive) and it becomes unplayable. I noticed that when I start the stream with the game already open, it doesn't seem to lag. But once I restart my game, it starts to lag terribly. When I change resolution to something lower, like going from 1080p to 720p, in game, it fixes it. But only momentarily. I am using a 4790k at the stock clock of 4.0GHz, my graphics card is a GTX 770, I am on a 120gb Kingston SSD. My OS is Windows 7 Ultimate 64bit. Any other questions, I'm willing to answer!

An update, it might only be source games, or something about the source (csgo, css) games is causing the lag. I'm here streaming EVE online at 60fps, no issues or anything.

It only lags when the game is on fullscreen mode, when playing in fullscreen windowed and windowed it works fine. But I can't play the game personally in fullscreen windowed, as it looks to be at 60hz and not 144.

3rd edit: It lags on MOST games. I'm not sure why it didn't lag on EVE. But I tried chivalry, and torchlight2. Both lagged the same way, and lagged terribly.

Again, I have a 4790k, a GTX 770, and a 120GB ssd. I'm tempted to literally reinstall my OS. Please if anyone has any idea! it would be helpful!

Your video card disappeared from the system. Please check for possible hardware / driver issues. This error can also occur if you have enabled opencl in x264 custom settings.

Looks like there's a driver problem. Clean-uninstall and try installing the latest non-beta drivers.
Also, the Xonar DX is known to cause problems in a certain operation mode, may need to search for Xonar on the forums here; though I believe that was more about audio not being picked up rather than any kind of framerate issues, it's something to keep at the back of your mind as a possible interaction.

That was probably from when I downgraded my nvidia drivers, it crashed my OBS. But that wasn't the problem.
