For some reason whatever stream settings I'm using makes the stream lag, ALOT. I re-installed Windows a month back and since then whatever settings I'm using makes the stream lag.

I got 100MB/s down and 10MB/s up.

That sounds like a playback issue with Twitch, i.e. you aren't able to download the stream data fast enough from them, and not a problem with the stream itself.
