Now, this has mostly happened notably while I play The Culling, however, I've come across some quite confusing circumstances.
To put it simply, while playing The Culling, I've used a variety of bitrate/FPS/audio bitrate, etc etc options for my stream. I've connected to the Twitch server with the best ping, ensured I'm using game capture (anti-cheat enabled because The Culling is difficult like that). Now, the issue for me is that when I pull up my stream dashboard, or my stream on another device, such as my Xbox One, or the Twitch App on my iPhone, it displays to me a large amount of lagging, freezing, etc. The playback, at least on my network, is in no way smooth, to the point where it frustrates me.
However, recently, I had a friend of mine watch my stream and look for these problems as well, but according to him, it was perfectly fine. It ran smooth and there was no discernible freezing or lag.
My CPU usage hovers normally around 50% grand total, if not less. The Culling typically fluctuates anywhere from 19%-25% CPU usage, and OBS will fluctuate from 14%-20%.And having Google Chrome run a Twitch stream fluctuates from 5%-10%.
The only other user in my household is my grandmother, who uses her laptop to send emails, and I stream while she's asleep, so I don't believe there should be any bandwidth issues.

Going to link a speedtest results after I reset my modem, as my download speed normally sits around 180Mbps and my upload sits at around 12Mbps. I've noticed, however, that sometimes my download speed will drop to as low as 13Mbps post stream attemps.
