Question / Help Stream Keeps Skipping PLEASE HELP

I've have been looking for solutions for a long time and I cant find a thing... I use a GTX 770 and the game looks great but when I start to stream the stream will skip. It seems to be the only problem. I have no other programs in the back ground. Just steam,the game, and OBS. I've used to the recommended settings but it isn't working. I don't know if its on my end. It skips for every game I try to play. I would just like to know if anyone knows the problem whether its my connection or something with OBS.

Here are the logs. I'm going to assume its something on my end. It just need to understand whats wrong so I can figure out whats wrong so I can work towards fixing this problem.

Mostly just dropped frames it would appear, which simply means that it seems you're unable to upload as much data at once as you're trying to (insufficient upload bandwidth or bad server typically)
