Question / Help Stream keeps freezing, not sure what to do

Hey there guys,

So I just moved into my new apartment for law school, and I'm trying to start streaming League/Hearthstone on Twitch with OBS. However, my stream constantly freezes and makes for an unwatchable experience. My desktop is pretty beefy (GTX 970, 8 GB RAM, 1920x1080 monitor) and my internet speed is something like 35 mb/s download and 5 mb/s upload. I've tried adjusting the bitrate and the resolution to no avail.

I'm at a loss with what to do at this point, so I could use some guidance. I'll attach my Speedtest results and the twitch bandwidth test as well.

I'll add on the fact that I had this problem before I moved into my apartment as well with the same internet plan.
 
Those quality numbers on the twitch test aren't that great.

And the RTTs are horrible for someone who actually lives in the US
 
Hm, alright. Is there anything I can do on my end to improve those? I live in Ohio (Cleveland) if that means anything for the numbers.
