Question / Help Stream keeps buffering and freezes

Stream (twitch) keeps buffering and freezes after couple of minutes.
Tried different games (D3, Starcraft II), different servers, different bitrates and resolutions (even very low)

Lower your bitrate to 2000kbps. 3300 is way too high unless you're Partnered, and will cause buffering.

Also, don't watch from the system you're streaming on. Use a different computer/phone/tablet/console.

720p@30fps, 2000kbps, x264 Veryfast preset (or lower) is the 'golden point' for non-partnered streamers.

That's exactly what Im currently using (720p, 30fps, 2000kbps, x264 very fast). Tried taht before, and asked few friends to check, all report the same - buffering from time to time and freeze after few minutes.

You can't do anything about buffering, unless you are dropping frames.

So it's my ISP's fault? But I used to stream ok in the past. I did change OS and OBS version in the meanwhile, but that should not be relevant?
