Question / Help Stream Jittery Despite All Attempts

So I got my new computer about a year ago. Before this computer, I was able to stream to Twitch using XSplit at 1080p @ 60FPS no problem (primarily to Battlefield 4). The hardware was mid-range with an i7-2600 and a GTX 660Ti. I've upgraded to my new computer, and I'm no longer able to stream. Despite the hardware I'm using, my stream is jittery for everyone watching, despite whatever I set the bitrate to, changing resolutions, etc. I've followed the OBS guide down to the letter making sure I have everything set correctly, but to no avail. One of the things I got this computer for was for streaming and making videos, and I need help as all of my attempts to correct the problem have failed.
