Your twitch video at 60 fps looks mostly ok to me.

All that grass and trees is difficult to compress, showing up as blocky compression artifacts.Still looks mostly ok though.

For 30 fps and "medium" preset, try custom option rc-lookahead=10.
I looks at your other videos, your 30 fps looks a little better. For my stream/recording testing, I find that using "faster" "fast" "medium" preset with custom x264 setting rc-lookahead=10 looks better with OBS limited buffer, and have a little less stream delay. The option, rc-lookahead=10, is a default x264 setting for "veryfast", but not for other presets.

thank you Sam686 do i just put that rc-look ahead=10 in the Custom x264 Encoder settings and leave every thing how it is or should i switch it to the very fast setting?

If skipping frames or excessive CPU usage is a problem, then you can use "VeryFast" to lower CPU usage.

Otherwise, does it look better now with rc-lookahead=10? (note, no spaces in rc-lookahead=10, the only space there should be is when using more then one options)

when i use this rclookahead=10 it drops frames like a lot! lol
