Question / Help Stream is laggy, even at LOW Bitrates

Hey guys, so I decided to start streaming again. I had settings awhile ago where there was NO LAG in game or on stream. Now with my settings I have NO IN GAME LAG or FPS drops. But the stream is and recorded videos are LAGGY AND SKIPPY. Please help me out this is very frustrating
