Question / Help Stream is ''lagging'' for viewers [log inside]

Hello OBS community,

So I don't have many viewers, but those that do come in, usually say it lags or it buffers. I'm starting to think both are related (viewers/lag). Note: Most of what I will mention comes in the log. I just like to make clean posts.

PC specs:

- i5 3750k 3.9Ghz Turbo
- 8GB RAM
- Radeon HD 7950 3GB
- Fiber Optics 300Mbps/50Mpbs

Stream specs:

- Downscaled 720p @ 30fps Lanczos
- 2000-2750 bitrate (I usually stream at 2000bitrate, and have never passed 2750)
- CBR / CBR padding enabled
- Veryfast
- Main
- keyframe 2
- CFR enabled (advanced options)
- My location: South of France
- Twitch server selected: Frankfurt DE

Concerns / Questions

1: OBS Log analyzer always complains to me about Slow server. I've tried Paris, and I get a connection time of ~900ms average. I've tried Frankfurt, and I get a connection time of 603ms etc.. I've used JTVPing and noticed I ping lower on London, Frankfurt, Amsterdam, then I do Paris (closest geographical server). Where should I be streaming to? Closest one geographically? or the one giving me the lowest ping?

2: OBS Log analyzer always gives me : "Hook conflict detected" and I have no clue what can be causing it. I don't use MSI afterburner, fraps, mumble or any type of overlay that I know off. Just Skype, obs, and my game, SubAlert and Chatty and the SMG song grabber. Is this a major issue?

3: When I stream at 2000bitrate, and try to view my own stream via a laptop/mobile or family member's PC that is on the same internet connection, .. it buffers/lags. I have 300/50 fiber optics internet and it shouldn't be buffering for me... Should it?

4: Viewers with fiber optics connections have told me it buffers/lags...

Most likely the same routing issue that dozens of people post on here about on a weekly basis. Nothing you can do about it unfortunately.
