Question / Help Stream is dropping from one to another second

Hello everyone,

PC:
CPU: AMD FX-8350
GPU: AMD 7950 3gig
MB: GIGABITE ga-970a-ud3
MEM: 16gb

Network:
200mbit down
10mbit up
streaming with 3000 kbit/s

The problem is that my stream randomly gets disconnected form one to another second with no frames droped. (the square is allways green) I really don't know what to do, i just reinstalled Windows 4 days ago.

Have you tried different servers?

i changed the bitrate to 2500, 2000 and 1000 no difference
