Question / Help Stream Is Blurry

Okay so this problem is really starting to get on my nerves now. It never used to do this until just recently. The stream quality while streaming to twitch is REALLY bad no matter what settings i use. ive reinstalled OBS multiple times, changed almost every setting, but when ever there is motion the stream just turns into one big blur. Ive tried everything but nothing is helping.

Here are my current settings:

Graphics card: Sapphire Vapor-X Radeon R9 280X 3GB
Cpu: AMD FX 6300 - 6 core
Mobo: Asus m5a97 r2.0

Screenshots aren't necessary, the settings are included in the log.

That said, VCE is an extremely poor-quality encoding method (similar to NVENC and QSV) which will need a large portion more bitrate to look acceptable.
Drop to 30fps. Preferably switch to x264 Veryfast (or lower) if possible, and drop to 2000kbps bitrate, if you want your stream to be watchable without buffering.

I have tried those settings and it looks EXACTLY the same as the settings i have now, the quality looks fine but as soon as something in the game starts moving (you looking around) the stream gets really bad. It seems like no matter that settings i use it looks basically the same

Then something is very, very wrong. x264 is a significant improvement over VCE at comparable bitrates, and is not going to look even close to the same, quality-wise, at comparable bitrates.

And again, post a logfile. We really do need it.

I'm assuming you're playing some kind of FPS game when you say looking around. 2500kbps isn't enough for 720p60. Drop to 30 FPS or up your bitrate to 3500.
