What resolution is it? It's possible windows turned on DPI for it if it's higher resolution, but it depends on the settings. You should include a log file so we can see your setup.

your settings changed completely in the 2nd log, resulting in quality reduction.
Put it back as it was in the log from "before christmas" and go from there.

I don't think thats the problem because I messed with all the settings last night. I changed them back to the highest quality I can and just to make sure I switched back to my old monitors and it was still blurry. I did notice that at the bottom of obs, It keeps continually saying "Cannot find window" I see that I'm playing minecraft in obs but it keeps telling me that and I think that might be the problem, Is there anyway I can fix it?

EDIT: Fixed cannot find window but it is still blurry, It is not blurry in OBS, but when I stream or record the clip it is blurry.

Okay, enable aero, and set your audio back to 128 and your Scene buffering time to 700 for starters.
For the rest: you have some duplicated frames, so either downscale your output resolution to 720p of try 30fps.

Try that and see how that works and post a log of those results

(setting up a stream will take some time)

Still blurry

30 fps: https://gist.github.com/24523fa28e9b5f53c2c6

60 fps: https://gist.github.com/ed626cc611fa6ee702f7

The thing is it just started randomly happening after christmas, My Christmas eve stream was perfect and then after that It got messed up when I got my new monitors but that's not the problem.

You might have some unrealistic expectations, streaming 1920x1080@60fps at 3500kbps is not gonna look good.
Also please provide a recording where you think it's blurry.

In all those attempts your output resolution is on 1080p and 864p but not on 720p as in the log before cristmas.

( , the blurry vod is 1080p and the fine vod is 720p)

So should i be using 720 with my nornal 3500 kbps? I usually use 60 fps but would 30 help more or no?

Downscaling and increasing the bitrate may be your only actual solution. Maybe changing your encoder preset as well, but personally I'm not sure how much of a difference that would make. Never really experimented thoroughly. FPS would make a very minimal difference, if any at all.

This is getting crazy, I rather not stream until my stream is fixed and It's getting annoying on how blurry it is. It was fine on Christmas eve and just randomly after that (without changing any settings) It was blurry as can be.

I have been messing with settings all night long, would it help at all to uninstall and re install obs or would that not even matter?

Log: https://gist.github.com/ec872c6961341cef29f7 (This gets me the best quality atm)
