I think you can use two copies of the program with different profiles.

Running two copies of OBS will mean your CPU has to encode the video twice, which will be very demanding. You'd probably be better off using a program like Dxtory to both record the video locally and send it to OBS for streaming at the same time via its DirectShow Output feature.
