Question / Help Stream gets very blurry no matter what settings

Hi, I have been using a dual PC setup with NDI to stream modern warfare and generally the stream looks fine but every time I enter a visually intensive map (lots of leaves) it gets blurry to the point where it is unwatchable. I have tried streaming at 1080p, 864p, 720p with varying fps and bit rates but the same thing occurs. I get zero dropped frames or connection issues, the only problem is the blurry screen. My upload speed is 16mbps and I use a ethernet switch to connect my computers. My first PC has a 1060 GTX with an 15-8600K and 16 gb of ram and my laptop has RTX 2060 with an i7-9750H with 16 gb of ram. I've spent several hours researching the problem and tinkering with everything so any feedback as to what is causing it would be greatly appreciated.

Nope. You need to start streaming or recording, observe your issue, and then upload the current log without quitting OBS.

In this logfile, OBS starts, the NDI module starts, and then OBS quits-- no other actions are taken.
