Question / Help Stream Freezing Problem

I was streaming fine a few months ago (long time frame I know)
but ever since a few weeks ago I turned on my stream and everything would work fine for about two minutes or so.
and then I'd look at my stream or my viewers would say "stream is frozen"
the video, webcam and all but the audio is literally frozen.
I've uped the bitrate, i've uninstalled, removed the client settings, Made the windows priority to Above Normal and started fresh.
I am unsure what causes this..
I would like to fix this issue with OBS and get back to streaming as soon as I can!
I do not want to go to a different application to stream because they are either too complex or cost money for an advance plan and limit free users..

CPU Name: Intel(R) Pentium(R) CPU G3258 @ 3.20GHz --- your CPU is kindof weak.

Webcam using MJPG? That puts extra usage to CPU for decompressing a video sent over a slow USB 2.0 speed. If possible, set webcam to 640x480 using output format of YUY2, UYVY, VY12, or something that lowers CPU usage. USB 2.0 should have enough speed for uncompressed 640x480 (30 fps) at YUY2 or UYVY.
