Question / Help Stream Freezing only in-game

I've been trying to stream CS:GO for some time now, and I've been able to in the past stream other games without much issue, but for some reason Counter Strike doesn't want to play along. While it works perfectly fine whenever I am at the menu or lobby in-game waiting for a match, the second I either spectate a match or play one, the video on the stream will freeze, while the audio will still go on. OBS sites High CPU usage, but I've lowered the quality and bitrate further and further down, as well as the other solutions offered in the stickied post, without any change in the situation. I tried a different streaming service and it worked, but I would much rather figure out this problem and use OBS.

Please let me know if there's any further information needed.
 
Another thing is that it shows the stream working fine on the stream preview while I am streaming, but the actual output freezes and only plays audio, with a few hiccups where it will change what frame it is frozen on. I previously streamed other things without any difficulty either, so I'm not sure why now it is giving issues.
