Question / Help Stream freezing consistently even with low bitrate.

Hi, I've had an issue for a while where my stream viewers say that my stream freezes every few seconds.
I've tanked the quality of the stream and it made the freezes less frequent but still often enough to be annoying.
What would you guys recommend I put my settings at?

The delay on the stream is also fairly high(~15 seconds) Is there anything I can do to fix this?

Any help or advice would be greatly appreciated!

You're on an old version of Studio, and should update.
15 seconds is pretty standard, and not high at all. Best-possible absolute minimum streaming delay on Twitch is 9 seconds, average is between 12-20. It isn't instant. No, there's nothing you can do.
720p isn't going to run on 1000kbps. 1500 is considered 'bare minimum' and will look pretty bad. 2000 is considered the best point for non-partners, and will provide watchable 720@30 video.

Some people just have poor connections to the Twitch video servers. If you need to run sub-1000kbps rates, you will need to downscale to 480p or lower.

Also, just to mention, your logfile includes all of your settings. Also, this subforum is for OBS Classic; the Studio Q&H forum is up a level or two, and over. :)
