Question / Help Stream freezes

Hey so I stream on twitch and I'm not looking to be big or anything my any means, but I do strive for performance and quality just for my friends. can somebody help me figure out why my stream tends to freeze and lag constantly. and under this ill post my internet speeds

Something else to probably mention, i do have a browser source from stream elements, I don't know if that really affects anything too much but, help would be much appreciated.

streamelements browser sources caused me to have encoder lag warnings using AMD VCE on my RX 580 4ghz intel CPu so I had to disable them.
21:08:22.228: [game-capture: 'Game Capture'] attempting to hook fullscreen process: FortniteClient-Win64-Shipping.exe 21:08:22.244: [game-capture: 'Game Capture'] capture stopped 18:27:20.841: [game-capture: 'Game Capture'] cannot capture firefox.exe due to being blacklisted
I dont have any of those hundreds of messages. Everytime I change something I restart OBS so I get a brand new log file to compare.

12:07:44.805: Output 'simple_stream': Number of lagged frames due to rendering lag/stalls: 40213 (27.6%) 12:07:44.805: Output 'simple_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 4984 (3.4%) 12:07:44.805: Video stopped, number of skipped frames due to encoding lag: 1753/145494 (1.2%)
Thats not good, these numbers should be zero. Try it with a blank scene and make sure your OBS settings are default. ie. no low latency like u have checked.
Also Twitch recommends 720p60 minimum to be 3500k and Netflix goes further saying preset Faster.

Thanks, for your input, the reason i have my bitrate low and settings how they are is because i've seen multiple threads and forums, that say that I should have certain things such as a bitrate of 2500, to stop the stuttering, and such and so forth with my settings, i'm currently resetting my settings, and im going to preceded from there. I appreciate your feedback, and thank you so much.
