Question / Help Stream Freezes/Choppy|Perfectly fine in-game

So I've been trying out streaming the past couple days. I've tried streaming before but with such a slow upload speed, I gave up. I now have a slighly better internet but still below average, I believe. The thing is, I don't know what testing site to trust, speedtest says I have 33 down/4.4 up but mytest tells me I have half of that. So I just ended up trying to stream and I ended up perfectly fine in-game no lag at all, and this is an improvement because before, I would lag like crazy.

The game I'm trying to stream is League of Legends btw.

Now the issue. My stream itself freezes and gets choppy from time to time. There's some moments where it'll be perfectly fine for like a whole 10 minutes, then the next second, it'll freeze for an entire minute. There's also times where the ENTIRE stream time is constantly freezing making it not watchable at all.

I tried to not post, and just do research on my own from people with similar problems, using their settings but there's always one point where it freezes. Not one single stream has been choppy/freeze free for me.

I play wired, so wireless being the problem is out of the question. I've looked around if it was my GPU but I can't tell. I've seen people say it's all about CPU, then some people say GPU could be more problematic. If streaming is GPU heavy, then I understand why I have this issue but if it's CPU heavy, then I need a little explanation.
