Question / Help Stream fps perfect. In game stream is not

Okay, so out of all the streaming software I use, this one's the only software that's giving me fps issues.

In XSplit, my fps maintains 60 fps in game while the stream runs a consistent 30 fps, perfect, I'd be using XSplit right now if it weren't for me having to pay for higher quality streaming... And I really want to use OBS.

Here, however, it's a different story. When I stream CS 1.6, the streaming fps stays at a constant 30 fps, but the ingame FPS stays at around 25.. When it should be running 60 fps. I've done everything I could, down-scaling the resolution, lowering max bitrate, etc. Can anyone help me out?

My upload speed's at a constant 70 mbps. I attached the log file here, i'd appreciate the help. :-)

All of your encodes in that log are only a few seconds long. Statistically, they're meaningless because you haven't provided a representative sample of your encoding problems.

Stream for at least five minutes of high action gameplay, and provide that log file instead.

Also, you should fix these problems before running OBS:
