I have the same issues with an Intel I7 3770 and a GeForce 670 GTX.. iam really sad for not getting
720p HD 60 fps QUality 10 ... makes me angry..

The game i stream is APB: Reloaded (All points bulletin), I have to look at one of my recent stream later since I gave TF2, BO2 and Gotham city imposters a try.
I will return with some results

I've noticed a similar issue myself lately when I watch VODs to check quality. Downloading and playing the VODs in a media player shows completely smooth playback, even for 1080p60fps. I suspect it's a Flash thing but further than that I don't know. I've been told my actual live stream is smooth, so it may not be quite the same issues but it's strange.

C-state isn't the same as core parking... I was referring to Krazy though. Disabling core parking can help with flash player stuttering.
