Question / Help Stream constantly loading/Black screen (Yes I have read the sticky'd post)

Okay so I have recently tried to start streaming but a I have been having many issues with my stream coming out smooth or even showing up at all. I have two issues for two different settings. I have currently been trying to play Tera and modded Minecraft.

1. Issue one is that when I stream with x264 encoding I have a perfect preview but the output on twitch will go in a loop of 10-20 seconds of gameplay and like 30 secs of loading/buffering. I have tried many things and have done my research. I have currently tried lowering/upping the bitrate (Audio and Video), using optimized setting and custom settings I have seen others use, and switching between 32 and 64bit. I do not have slow internet at all links below to prove. I will also post Screens of my current settings all the way at the bottom. I am also downscaling to 720p.

2. I have read all over and have seen that using Nvidia NVENC Encoder instead people have been getting smooth recordings. I have tried this and when I do use this setting my preview works perfectly again but the output to Twitch is just a black screen the audio works and all but no video (Will have a screen shot below as well). I have tried downgrading video card drives to an earlier version and I do a clean install. I have no clue how to fix this issue and I have looked into some fixes as using an earlier version of the nvEncodeAPI(64).dll and still nothing. I have also tried 64 and 32 bit as well.
