Question / Help Stream constantly buffering with OBS

Hi guys,

Having a bit of an issue when i'm streaming to twitch on OBS. I've looked up multiple solution threads and countless set up videos and still cant seem to get everything running smoothly. I have a couple of friends watch my stream and they both say that the quality of the stream is good but it just constantly buffers every 10 seconds or so.

Here is a few things to note...

I have read that it may be down to twitch because i'm not a partner, however i have tried streaming from my PS4 and also using the software in my Elgato HD60 pro internal capture card and both streams run fine without any issues.

I have also read that it may be my bitrate but i have honestly tried everything from 1500 up to 3500 and it makes no difference the stream still buffers for all parties and obviously the stream decreases in quality.

My rig:- processor- intel quad core I7-6700k CPU @ 4.00ghz
RAM- 32gb corsair vengeance 3000hz
GPU- Nvidia 980 ti 6gb
OS- Windows 10 64 bit operating system

My internet is 208mb download 12mb upload or in kilobits (208694 + 12269)

So.. my system and internet shouldn't be the issue, i love the OBS layout and its really frustrating me that i cant get a good stream going using it and yet i can on the other platforms but i haven't got OBS's customization.
I know it must be something within the settings is there anything you guys can recommend? I'll post some of the settings i've used so far and what ive changed below:

Encoder x264 Quality balance- 8
Use CBR & Enable CBR padding
Max bitrate atm is set at 2100(again like i said earlier i have tried having this very low and very high)
Audio bitrate- 128

Broadcast settings, again have tried all different servers using JTV ping to find the best one.

Video- resolution 1920 X 1080( my native resolution on 144hz asus monitor)
Resolution downscale is set at 1.50 (1280x720)
Filter- bilinear(fastest) again...have played with this
FPS: set to 30. I've found 60 fps has made the stream just go jerky, which is strange being as my capture card can capture 60 fps game play and also stream it through the elgato software.

ADVANCED- not touched anything really, i'm assuming i could play with x264 CPU preset because my CPU is fairly quick however i don't know what i'm doing tbh so i've left all that.

And of course i changed to the recommended settings on OBS for twitch streaming.

So that's pretty much the sum of it. If anyone could share any tips/advice/solutions or anything i would really appreciate it.
